6 February 06: Binmore and Harbord paper on bargaining over fixed-to-mobile termination rates published in the Journal of Competition Law and Economics

The paper by Ken Binmore and David Harbord, "Bargaining Over Fixed-to-Mobile Termination Rates: Countervailing Buyer Power as a Constraint on Monopoly Power," has now appeared in the Journal of Competition Law and Economics, 2005, Vol. 1 (3), 449-472. This prestigious new journal is dedicated to competition law and policy, and publishes articles of a substantial length providing in-depth analysis of developments in competition law as well as economic papers relevant to legal theory and practice.

The paper presents the detailed economic arguments submitted to the Competition Appeal Tribunal in the UK and the Electronic Communications Appeals Panel in Ireland which were instrumental in overturning the regulators' findings that H3G had significant market power in call termination.
